Class 7L, 7N and 5: BC's Graduated Licensing Program Explained

How BC's graduated licensing program works, what each stage allows, how long you must wait between tests, and which restrictions apply at each step.

British Columbia uses a graduated licensing program, which means you do not go from no licence to a full one in a single step. There are three stages. Here is the whole path, including the change ICBC is making on October 19, 2026.

The short version

  1. Class 7L (Learner): pass the knowledge test. Supervised driving only.
  2. Class 7N (Novice): pass the Class 7 road test. Drive alone, with restrictions.
  3. Class 5 (Full): no restrictions. From October 19, 2026, eligible Class 7N drivers move up through a Driving Record Assessment rather than a second road test.

The minimum time from starting to a full Class 5 licence is about three years.

Stage 1: Class 7L, the learner's licence

You get this by passing the knowledge test and a vision screening. Eligible customers can now take the Class 5 or Class 7 Knowledge Test online through ICBC, and in-person testing is also available. You must be at least 16, or 15 with a parent or guardian's consent.

While you hold an L:

  • A supervisor aged 25 or older with a valid full BC licence must be in the front passenger seat.
  • One passenger only, besides your supervisor.
  • Zero blood alcohol.
  • An L sign displayed on the back of the vehicle.
  • No driving between midnight and 5am.
  • No electronic devices at all, including hands-free.

You must hold your L for at least 12 months before taking the Class 7 road test. That drops to 9 months if you complete an ICBC-approved driver training course.

Stage 2: Class 7N, the novice licence

You reach this by passing the Class 7 road test, which is the bigger jump: it is the point where you start driving alone.

While you hold an N:

  • You may drive unsupervised.
  • One passenger only, unless they are immediate family, or unless a supervisor aged 25+ with a full licence is present.
  • Zero blood alcohol.
  • An N sign displayed on the back of the vehicle.
  • No electronic devices, including hands-free.

ICBC sets a minimum time in the N stage before you can move up to Class 5, and time is added back if you get a driving prohibition. Check icbc.com for the current requirement.

Stage 3: Class 5, the full licence

Starting October 19, 2026, eligible Class 7N drivers will no longer need to take a second road test to move to Class 5. Instead, ICBC will use a Driving Record Assessment. Class 5 road tests will still apply in some licensing situations, including certain newcomers and foreign licence holders.

Once you reach Class 5, the N sign comes off, the passenger limit is gone, and the standard blood alcohol rules apply rather than the zero-tolerance ones.

A Class 5 road test is still part of the process in some situations, including certain newcomers and drivers holding a licence from another country.

What if I am already licensed in another country?

If you hold a valid licence from a country with a reciprocal agreement, you may be able to exchange it directly. Otherwise you will usually need to pass the knowledge test and a road test, though your driving experience abroad may reduce the waiting periods. ICBC assesses this case by case. Bring documentation of how long you have been licensed.

Where lessons fit

You can take lessons at any stage. If you are starting from zero, our Class 7 lessons begin with the basics in a quiet area. If you are an experienced driver, new to British Columbia, or preparing for a Class 5 road test, Class 5 lessons focus on the habits that cost drivers points.

Completing an ICBC-approved course at the L stage is also what shortens your wait from 12 months to 9, worth knowing before you start.
